Mr. House want's you to attract more people to New Vegas so that he could able to increase the protection in the area and get ride of hostile factions, he want you to build and amusement park around the walls of New Vegas and for that he prepared small loan and some land for you, however, to get more land you will gonna have to make a deal with Crimson Caravan. Also to make it a but worse, The Brotherhood of Steel has took over an old space base on the hill so you can forget about beautiful landscapes of the Wasteland
