This is DasMatze's Railroad-Sound_Events which is a great addition to his Railroad_Crossing_Kit. It is no longer available because all download links for it takes you to a non-existing web page. It is just too good not to share.
Install to your Style/Themed folder as you would any other CS. Make sure to read the included READ FIRST.txt file.
