you need to go to this website: http://www.coolutils.com/online/image-converter/
and convert the picture you took to a jpeg file and you can upload it.

press f10 in the game to take the screenshot
look in user/my pictures/rct3
go to the link above
convert to jpeg
download picture
go to rctgo
click manage downloads
find "red blaster"
click screenshots
scroll down and hit add screenshots
upload the pics from my pictures/rct3
