Drop the td6 file in the track folder, and put the included dat files in the object folder.

I put the whole thing into the game (both track design and objects) and it's saying that the scenery for it is still unavailable (this was through the Track Design Manager).

Oh I see what has gone wrong. I thought I got everything cleared out but there's a path going under it that apparently still got caught in the save.
I have just tried clearing it but it seems to be a bug in the game.
